Mary K. Winkler is an expert in performance management with the Public Management Program at the Urban Institute. Since joining the Institute in 1995, her research has focused on strategic planning and assistance in the development, implementation and use of performance management systems for a variety of nonprofit, government agencies and stakeholders. Current projects include work to develop an outcome measurement and benchmarking portal for the non-profit sector and a State Comparative Performance Measurement project (with the Council of State Governments). She has worked on numerous evaluations and congressionally mandated studies to assess government accountability and performance. Prior to joining the Urban Institute, Ms. Winkler was a senior legislative analyst for the New York City Office of Management and Budget. She received her B.A. degree from Bryn Mawr College, and her M.P.A. degree from American University.
